8 To get on the November 2000 ballot
9 As of fall 1998
10 In all the states listed as having "no procedure," the candidate of a new
party can't get on the ballot for the U.S. House (with the party label, that
is) unless that new party has qualified itself for the statewide ballot
11 To qualify its candidate for the ballot, the party has to register this
number of voters in the district
* In both Hawaii and Washington, an independent candidate must poll a certain
number of votes in the primary to be on the November ballot. In Hawaii, the
candidate must get more votes in the primary than the weakest party nominee.
In Washington, the candidate must get at least 1% of the total primary vote.
To get on the primary ballot, the candidate needs to file 25 petition signatures
